Hugh Bamford Reserve and Williams Park Plan of Management

Thank you to everyone who provided feedback to the Plan of Management (PoM) when it was on public exhibition from 22 August – 3 October 2019. We’ve collated your feedback into a consultation summary report (available in the ‘Document Library’) which was used to inform the final version.

Hugh Bamford and Williams Park is on Crown Land, Council is the crown land manager for the reserve. Through the process of drafting the Plan of Management, Council consulted Crown Land who have provided feedback on the draft plan. Crown Lands request certain terminology be used in the PoM to ensure there is no uncertainty in meeting the requirements of the recently adopted Crown Lands Act and Local Government Act 1993, as a result some text changes have been made.

A more significant change to the draft plan is the inclusion of ‘express authorisation’ for future leases and licences for the area. As Hugh Bamford and Williams Park is subject to leasing and licencing, a plan of management must provide ‘express authorisation’ for leases and licences or other estates that may be granted over the land. The Act contains restrictions on Council’s ability to grants leases, licences and other estates over community land. This limits the ability of the public to use that land as it’s reserved for the exclusive use of one group.

The purpose of this consultation

We want to ensure your views are taken into account on this ‘express authorisation’ amendment to the PoM. The PoM authorises leases or licences for community purposes as determined by Council.

Council intendeds to continue a number of existing leasing and licencing arrangements in the Reserves, including the Bondi Golf Club, training on Hugh Bamford sportsfield, events and multisport activities.

This amendment (and all other changes made to the PoM) are outlined in the green text within the PoM available in the ‘Document Library’. The section relating to Express Authorisation is on page 144.
