Upgrade Stage 2 - July 2024
Stage 2: Improvement of site-specific electrical infrastructure and surrounding amenities
Construction for the Stage 2 upgrades commenced 10 July 2024.
This stage will improve the efficiency of the park's electrical system by expanding the reach of the new energy supply outlets installed in Stage 1. This captures the second substation and two site MSBs, including removal of existing dated site amenities, to enhance safety and compliance with standards.
Part of this stage will include a civil works upgrade to Parkes Drive South carpark between Beach Road to the cul-de-sac. This will improve the carpark usability and aesthetics and address stormwater seepage issues. This section of the carpark will be closed during construction.
Stage 2 works are split into two stages:
- Stage 2.1: Electrical works generally within the footpath along Parkes Drive
- Installation of new electrical and lighting conduits within the footpath
- Installation of a new electrical substation
- Installation of new paved footpaths
- Stage 2.2: Pavement works to the southern side of Parkes Drive, likely to commence mid September
- Installation of new paved car parking spaces
- Installation of new line marking
- Upgrades to stormwater drainage infrastructure works
Construction is scheduled for completion in December 2024, pending inclement weather and site delays.
Project Description
We're building new electrical infrastructure to enhance the experience and safety of this vital public space. Our goal is to ensure that our electrical and lighting systems meet both current needs and future demands, adapting seamlessly to modern safety standards and increasing visitor numbers to the park and beach.
These works will provide improvements to lighting, footpaths, access and parking along Parkes Drive.

Bondi Park has experienced increasing demands on its energy infrastructure due to growing visitor numbers and expanded amenities.
Recognising the need for an upgrade, Lighting, Art and Science Pty Ltd conducted a comprehensive assessment and developed a detailed strategy to address these challenges.
Their report concludes that Bondi Park’s public lighting and electrical recirculation system is reaching the end of its serviceable lifecycle and no longer meets best practice or Australian standards.
This presented Council with an opportunity to upgrade and install new electrical and reticulation infrastructure to optimise functionality, meet safety standards and cater for future proposed lighting and facility upgrades in the park.
Stage 1: Implementation of Essential Energy Supply Outlets
This stage included the implementation of essential energy supply outlets, including one substation and two MSBs. These installations will enable the distribution of third-party power into the Council network.
Stage 1 was successfully completed in July 2023.
Stage 3: Engagement of Lighting Consultant for Detailed Lighting Plans/ Construction
During this stage, Council will engage a lighting Consultant to develop detailed lighting plans for core activation, improving user experience and aesthetics.
There will be a staggered approach to scheduling this stage, in order to minimise disruption to park users and other stakeholders.
