Update 17 June 2016 - Clarifications about recent reports of cost estimates

Recent media articles may have caused some confusion about the existence of additional layouts or plans for the Bondi Pavilion Upgrade and Conservation Project. Only one Concept Design has been developed for this project, and was presented for community consultation in December 2015. The Concept Design has been costed at $38 million.

As part of the initial design and technical work on the project in 2015, a number of possible layouts were drafted. Initial costings were developed for a small number of preliminary schematic layouts to provide an indication of financial feasibility.The initial costings on the preliminary layouts ranged from $23-$26 million excluding GST. Council officers then decided which preliminary layout would be worked up into concept design format with associated artist impressions. They made this decision based on which layout best met the original Council resolution on the scope of the project.

As part of standard Council process for projects, senior officers have regular informal meetings with the Mayor and provide project updates. In one of these meetings, officers informed the Mayor which layout Council officers had decided would be progressed to concept design as it provided the best match to the project scope.

Council’s preferred preliminary schematic layout was developed into a Concept Design which means it formed the base for the architectural drawings and artistic impressions. In December 2015, costings were developed for the Concept Design, with a final estimate of about $38 million including approximately 25 per cent contingency.

The costed Concept Design was presented to Council in December 2015 and received unanimous endorsement from all Councillors for the Concept Design to be presented for community consultation.

In addition to the Concept Design, in October 2015 there was also a ‘minimum work’ costing done on ‘minimum repair and compliance works’. This was done for comparison purposes only and did not in any way meet Council’s set scope for the project. There were no plans or diagrams associated with this costing, apart from plans of the existing building in its existing layout with no changes and no upgrades.This cost estimate was approximately $9 million ($8.4 million plus GST) and was reported verbally to a Council meeting early in 2016.
