Background

The Lifeguard Service has initiated a process to enhance the effectiveness and efficiency of our beach safety operations. To achieve this goal, Council is seeking consultancy services to conduct a comprehensive Service Review.

Objective

The primary objective of the Service Review is to identify areas of improvement, productivity gains, and overall service effectiveness. By analysing current practices and benchmarking against relevant mandated requirements and legislation, the aim is to provide actionable recommendations for change.

Scope of Work

The consultancy will collaborate with relevant Council staff to review all aspects of Lifeguard Services and their delivery. This includes a detailed analysis of mandated requirements and legislation, such as the Guidelines for Safe Pool Operations, Australian Standards for water safety signs, and the Work Health and Safety Act. The findings will be compiled into a comprehensive report, outlining recommendations for service enhancement.

Key Aspects for Consideration

The Service Review will focus on key aspects such as service and activity improvements, cost-saving opportunities, best-practice approaches, alternative service delivery modes, and optimised resource usage. Additionally, the consultant may recommend benchmarking against best practices within Local Government and beach safety operations in NSW.
