Background

The Waverley Development Control Plan (WDCP) 2022 contains guidelines for development that is assessed under a Development Application (DA) within the Waverley LGA, relating to things such as built form controls, parking, biodiversity and tree preservation, signage, heritage conservation and safety.

Part D1 of the WDCP relates to commercial and retail development, including hours of operation (base trading hours), and contains objectives and controls that a DA for commercial development must consider.

Proposed amendment to Part D1 Section 1.3 'Hours of Operation'

Council officers have prepared a draft amendment to the WDCP to extend the general base trading hours within the Oxford Street Mall precinct as per Council’s resolution on 27 February 2024.

The amendment is as follows:

Existing general base trading hours:
Monday to Saturday: 7.00am to 11.00pm; and Sunday: 7.00am to 10.00pm

Proposed general base trading hours:
Monday to Sunday: 6.00am to 3.00am.

The change proposed will apply to the Oxford Street Mall precinct only, which is shown in the map on the right side of this page.

The change proposed will support the night-time economy in Bondi Junction by allowing existing and potential new business operators in the Oxford Street Mall precinct to trade into the early morning hours, enabling more diverse and vibrant business uses to flourish.
