Project Update - November 2025
Thank you to everyone who provided feedback on the Rose Bay Shops (North) Streetscape Upgrade Community Consultation. The consultation report has been finalised and presented to Council and can be viewed in the document library.
Overall, the consultation showed that the community held a generally positive sentiment for the concept design proposal options. There was strong support for the Continuous Footpath Treatment (CFT) and general upgrades to the area, however other elements of the proposal, such as the introduction of perpendicular parking at Oceanview Avenue met with far more limited support.

Given the significant support for both options, Council will move forward with additional site investigations to inform the detailed design. Following this, Council plans to proceed with the detailed design phase for Option 1, which will involve traffic modelling and other necessary studies to secure approval from Transport for NSW over the coming months.
Project background
The Rose Bay Shops (North) precinct is a vibrant local centre between Oceanview Avenue and Dudley Road on Old South Head Road. Waverley Council has recognised the need to enhance the streetscape of this local village to improve amenity, accessibility and economic vitality.
Upgrades to pedestrian crossings, footpaths and other treatments to prioritise pedestrian movements through the area will deliver a safer and more visually appealing experience for locals and shoppers in the public domain with more trees and landscaping. Undergrounding of existing power poles and installation of five multi-function smart poles will serve to improve lighting at night time and is more energy efficient.
Two options have been considered to give local businesses and residents the opportunity to provide input on the proposed upgrades.
Community were invited to review both options during a 28 day consultation period and complete a survey by 17 September 2025. Council is considering the feedback given on the options to help inform the design phase.
Both Options will provide:
- Upgrades to footpaths along Old South Head Road
- Improved raised pedestrian crossing at Oceanview Avenue
- Conversion of parking spaces on Oceanview Avenue to perpendicular parking
- Approximately 4 new parking spaces
- Planting of new trees and landscaping (approximately 12 in Option 1 and approximately 10 in Option 2)
- Line marking
- An opportunity to
install multi-function electrical pole package involving the
undergrounding of overhead power to supply new energy-efficient LED smart
poles to improve visual amenity and safety
Option 1
In addition to the above, proposed design Option 1 will also provide:
- Wider footpath parallel to Old South Head Road with outdoor dining for businesses
- Raised threshold at entrance to Oceanview Avenue for slowing vehicles entering from Old South Head Road
- Kerb extensions along Old South Head Road. In particular, the continuous footpath treatment at Oceanview Avenue extends into Old South Head Road to provide a widened footpath, amenity and potential for increased outdoor dining
Option 2
In addition to the provisions listed above the proposed design Option 2 will also provide:
- Shortened crossings at Oceanview Avenue
- Parking and traffic lanes along Old South Head Road remain unchanged
The multi-function light pole package
As part of the options for the streetscape upgrade Council has included the provision of a multi-function light pole package along the footpath. This involves the undergrounding of existing overhead light poles and installation of 5 smart poles. This will provide:
- Integrated, energy-efficient units with lower power consumption and maintenance costs
- A cleaner streetscape, with electrical assets running underground
- Brighter LED lighting for safety and better visual amenity at night time
- Capability to support future precinct applications such as decorative lighting and CCTV
