​Resident Parking Scheme Update – April 2026

In June and July 2025, Waverley Council undertook consultation for a Resident Parking Scheme (RPS) Review. Three hundred feedback surveys were submitted and these included informative data on a range of parking issues important to the local community.

There was a mix of responses from residents in RPS and non-RPS zones. Respondents to the survey agreed that finding parking overall (as well as parking close to home) was difficult, regardless of the day or time of day.

People also maintained that the main reasons for parking competition was due to parked boats, trailers, large vans, visitors to the area and trade vehicles consuming the limited amount of available on-street spaces.

Phase 2 – Mid 2026

Since the 2025 consultation, Council staff and the Parking Scheme Committee have been working to implement the next phase of the review, due this year.

This phase will focus on:

  • Specific issues and concerns raised during phase one
  • Enlisting feedback on possible strategies to relieve parking pressures
  • Ascertain community appetite to implementing proposed measures

These include permit oversubscription, handling limited supply, driveway management, uniformity across the Local Government Area, management of large and recreational vehicles and more ranger patrols.

In tandem with the above, Council is working to implement structures and processes for long term and sustainable change. This may include, for example, using technology for better digitisation of RPS.

What is the RPS?

The Resident Parking Scheme (RPS) allows eligible residents to obtain a parking permit to park without time limits in a Resident Parking Zone in their Area. This is an initiative aimed at improving amenity for road users in locations where there is insufficient off-street parking and where on-street parking is restricted.

Where are the RPS zones?

The RPS spans across parts of Bondi Beach, Bondi Junction, Bronte, Charing Cross, Queens Park and Tamarama. Currently there are 14 areas.

Why are we conducting an RPS review?

The purpose of the RPS review is to:

  • Acknowledge the changing conditions within our residential streets.
  • Identify the ongoing challenges, issues and opportunities.
  • Develop a robust framework for future RPS reviews.

Some prevalent concerns have been:

  • Significant number of requests/petitions for RPS area expansions to include adjoining streets, reconsideration of changes, and concerns with business patronage.
  • Ongoing expansion of RPS areas creating flow-on effects to neighbouring areas.
  • Oversubscription - this means that there are more permits issued than there are available on-street parking spaces.
