Planning Proposal: Waverley War Memorial Hospital Campus Site

The planning proposal sought to amend the Waverley Local Environmental Plan 2012 to:

  • provide specific objectives for the site redevelopment
  • allow seniors housing, community facilities and a centre-based childcare facility as an additional permitted use, in parts of the site where this is not currently permitted
  • apply Clause 6.9 Design Excellence from the existing Waverley Local Environmental Plan
  • set out the requirements of a site-specific DCP
  • provide allowances for an increased maximum building height of 15m and 21m and an increased maximum floor space of 1.2:1, based on:
    • the site having a minimum of 30% area where deep soil is provided, which would require the provision of a landscaped area that is planted and permeable — allowing for the retention and planting of mature trees where appropriate and contributing to the reduction of stormwater runoff to urban areas
    • any future development to be provided to a high-performance building standard, to demonstrate best-practice sustainability by reducing operational water and energy usage on-site and minimising embodied carbon.

Following the public exhibition period, the Planning Proposal was reported to Council on the 17 August 2021. The recommendation for Council to support the Planning Proposal was endorsed at the meeting and the Planning Proposal was sent to the Department of Planning, Industry and Environment (DPIE) who, as the Plan Making Authority, were responsible for undertaking the post-exhibition review and finalising of the Planning Proposal.
