Waverley Community Participation Plan

Background

In March 2018, amendments to the Environmental Planning and Assessment Act 1979 (EP&A Act) introduced new requirements to increase the opportunity for community participation in environmental planning processes and decisions. As part of these requirements, Council must have prepared and adopted a Community Participation Plan (CPP) by 1 December 2019.

Public Exhibition

The draft Waverley CPP was placed on public exhibition for a minimum of 28 days from 18 September 2019 to 18 October 2019. An advertisement was placed in the Wentworth Courier and the draft documentation was made available online and in hard-copy at Waverley Council’s Customer Service Centre and Library. Council Officers were consulted throughout the exhibition period.

Five submissions were received in total: two public submissions and three submissions from within Council. The details of each submission, and the proposed response were documented in the final report to Council’s Strategic Planning and Development Committee Meeting held on 5 November 2019.

Finalisation of the CPP

Following public exhibition, the submissions received were considered by Council’s Strategic Planning team and some amendments were made to the final CPP. The post-exhibition amendments were only minor in nature and related primarily to the correction of errors, strengthening of existing content and providing further clarification on the matters raised in the submissions received. As such, the amended CPP did not warrant re-exhibition.

The final CPP was reported to and adopted by Council’s Strategic Planning and Development Committee on 5 November 2019. The plan can be accessed on the right under 'Document Library', as well as on the Department of Planning, Industry and Environment’s webpage at https://www.planningportal.nsw.gov.au/publications/community-participation-plans.
